Jennifer Banda, J.D., is vice president of advocacy, public policy & HOSPAC at the Texas Hospital Association. In her role at THA, Jennifer focuses on a variety of hospital and health advocacy initiatives at the state level and in front of the Texas Legislature and manages HOSPAC, the political action committee for THA. Prior to joining THA, Jennifer managed health policy for Speaker of the House James E. “Pete” Laney. She also served as legislative director for the previous chair of the House Committee on Public Health and as general counsel for a state senator. Jennifer’s other governmental experience includes stints at several state agencies, on Capitol Hill, and in the White House. Jennifer graduated from the University of Texas at Austin with a Bachelor of Arts degree from the Plan II Honors Program. In addition, she holds a law degree from the University of Texas School of Law and is licensed to practice in the state of Texas.

Barry S. Bader is a consultant, speaker and retreat facilitator specializing in the governance of hospitals and health systems. Since founding Bader & Associates in 1980, Barry has facilitated board retreats and consulted on governance assessment, restructuring and redesign initiatives for hospitals, health systems and other healthrelated organizations throughout the U.S. and Canada. Barry’s retreats and consulting engagements emphasize interaction and collaboration. In his community, Barry served from 1985 until 1995 as a member of the Board of Trustees of Suburban Hospital, Bethesda, Maryland. He is currently a member of the Board Quality Committee at Phoenix (Arizona) Children’s Hospital.

Fletcher Brown, J.D., is a partner at Waller Landsen Dortch & Davis, LLP. His health care practice includes administrative, governance, contractual, and transactional matters related to hospitals, physicians and other health care providers, and he has represented each before a variety of state and federal agencies, including the Texas Department of State Health Services, Texas Medical Board, Texas Board of Pharmacy, Texas Board of Nursing, CMS, and the U.S. Department Health and Human Services' Office of Inspector General. Fletcher is board certified in health law by the Texas Board of Legal Specialization. He is a past President of the Health Law Section of the Austin Bar Association. Stan Collender, a partner in the Washington, D.C. office of Qorvis Communications, is one of the leading experts on the federal budget and congressional budget process. He writes the very popular column, “Fiscal Fitness,” which is published weekly by the Capital Hill newspaper Roll Call. Between 1997 and 2007 Stan wrote a weekly column “Budget Battles for nationaljournal.com. He is also the author of The Guide to the Federal Budget, which was one of the most assigned texts on the subject during the 19 years when an annual edition was published. Barry Couch, CIC, ARM, is the CEO, president and founder of HealthSure. He is vice-president and member of the board of directors of Scott & White Memorial Hospital in Temple, TX. He served on the Board of Directors of King’s Daughters Hospital in Temple and chaired the hospital Planning Committee for 21 years. He is also a past board member of Texas Hospital Association and HOSPAC. Barry served as a Trustee Delegate of the AHA Regional Policy Board and was a member of the AHA Liability Reform Task Force and is past chair of the Texas Healthcare Trustees. He has achieved the professional designations of Certified Insurance Counselor (CIC) and Associate Risk Management (ARM), and is a licensed risk manager. Barry is a graduate of the University of Texas in Austin. He founded HealthSure in 1998 and represents over 50 hospitals and health care systems. Barry resides in Austin with his wife Judy allowing them to spend time with their granddaughters and old UT friends. Bridgete Duffy, M.D. is the Chief Medical Officer (CMO) of Vocera Communications, Inc. Dr. Duffy has been an innovator in health care throughout her 20 year career. Stephen Johnson, J.D., is a managing director, corporate finance in FirstSouthwest’s Dallas office. He has over 35 years experience both as an investment banker and attorney. Prior to joining FirstSouthwest he was a partner with the national law firm of Gibson Dunn Crutcher, where he managed its Dallas office. Stephen specializes in advising hospitals, health systems and health care companies on a wide variety of issues and transactions including mergers, acquisitions, dispositions, joint ventures management agreements and financings. He is currently advising the College of Medicine of the University of Central Florida with the development of a teaching hospital and related outpatient facilities. Stephen has also advised a number of companies that consult and contract with hospitals, health systems and other healthcare organizations regarding their relationships with physicians and acquisition of physician practices. Stephen received Bachelor of Arts and Juris Doctor degrees from the University Nebraska.

Bruce Kelley, J.D., is a senior vice president in FirstSouthwest’s Phoenix office. He began his career in municipal finance as a bond attorney, first with Mudge Rose Guthrie and Alexander in New York and subsequently as a partner in the public finance department of Squire Sanders and Dempsey. Bruce has over 30 years of experience in health care and specializes in merger and acquisition, affiliations and joint venture involving nonprofit and governmental healthcare entities. Currently, he is acting as financial advisor to Sierra Vista Regional Health Center in connection with the disposition of its assets to RegionalCare Health Partners. Additionally, Bruce has acted as advisor in a number of transactions involving the acquisition or sale of health care facilities, including both acute care hospitals, a health maintenance organization and transactions involving home health, hospice, personal care, skilled nursing and senior living facilities. Bruce received a Bachelor of Arts degree from Boston College and a Juris Doctor from the University of Notre Dame.

Jim Kinsey, is a senior consultation services specialist with PlaneTree, a non-profit organization that provides education and information on patient-centered care in healing environments. He has over 25 years in healthcare, beginning as a nursing assistant and progressing through a variety of nursing leadership and educational roles. He has spent the last 10 years consulting and educating nationally with long-term care organizations for the implementation and sustainability of person-centered care. Before joining Planetree, Jim has served as Community Life Leader for Messiah Village in Mechanicsburg, Pennsylvania. In this role he was responsible for the initial implementation of person-centered care achieving transformation of the hiring and appraisal process, dining process, and increasing the Case Mix Index score for the community through education and team development. Currently, in his role at Planetree, Jim conducts organization and progress assessments, information sessions, staff and leadership retreats and serves as a resource for Planetree Continuing Care.

Susan Mellott, Ph.D., RN, CPHQ, FNAHQ is the CEO of Mellott & Associates, LLC. Dr. Mellott has authored numerous publications and is a nationally-recognized speaker. David Pearson is the president/CEO of the Texas Organization of Rural & Community Hospitals. Before becoming the CEO, David served as the Vice President of Advocacy and Communications for TORCH for six years. Prior to coming to TORCH, David was the Director of Operations for the State Office of Rural Health in Texas and also coordinated all the agency’s rural hospital programs. David is an experienced advocate who has been involved with legislative and regulatory activities involving rural hospitals at both the state and federal level since 1997. David is also a registered lobbyist in the state of Texas. He holds a Bachelor of Science in Healthcare Administration and a Master of Public Administration Degree from Texas State University in San Marcos. David is a Fellow in the American College of Healthcare Executives and has been Board Certified in Healthcare Management by ACHE since 2003. He is also certified in project management (PMP).

Kevin Reed J.D., is a shareholder at the Austin law firm of Davis & Wright, P.C. Kevin has practiced health law for over 30 years and is Board Certified in both Health Law and Administrative Law by the Texas Board of Legal Specialization. He primarily assists hospitals and health care systems with regulatory and compliance issues, complex transactional issues, the creation of hospital districts, financing and construction of new facilities, the formation of non-profit organizations, and medical staff peer review matters. Kevin served as General Counsel for the Texas Organization of Rural & Community Hospitals for more than 20 years, assisting its member hospitals with virtually every aspect of their operations. He is also a member of the External Advisory Board of The Texas A&M School of Rural Public Health. Kevin has been recognized by Texas Lawyer as one of the top five health law attorneys in Texas, and in 2007, was selected by that publication as "The Go-To Lawyer for Health Law" in the State of Texas.

Tom Watson, CPA, FHFMA, is the managing partner of BKD’s Dallas-Waco practice. Prior to assuming the managing partner role, Tom was BKD’s South Region health care industry leader. He has 19 years of experience providing services to health systems, hospitals and other health care entities. Tom works with a variety of health care providers, ranging from large urban hospital systems to rural community providers. He also has assisted clients with Medicare and Medicaid reimbursement matters, litigation support, cost report preparation and analysis, strategic planning and feasibility studies. He earned one of the highest scores ever achieved on the CPA exam in Arkansas and received the Elijah Watt Sells Award for outstanding performance on the exam. Stacy Wilson, J.D., is associate general counsel for the Texas Hospital Association. She has been licensed as an attorney since 1987 and focuses on health law. Stacy graduated from the Texas Tech University School of Law in 1987 and began practicing in at Haynes and Boone, L.L.P. in Dallas in the commercial litigation section. Since then, she has moved into health law as a specialty, working for the Texas Health and Human Services Commission, the Teacher Retirement System of Texas, and most recently for the Travis County Attorney’s Office and Central Health (the Travis County Healthcare District). Her focus is currently Medicaid, the uninsured, and mental health.
